Staff Services Bureau

Major Kevin Foster leads the Staff Services Bureau which encompasses the Personnel and Training Division, the Planning and Logistics Division, and the Records Section.


The Personnel and Training Division is responsible for administering the hiring and promotional processes for the police department, the Norman Police Academy, and all continued education for the department. The division is staffed with a Captain, Lieutenant, a Range Master, a Police Recruiter, a Police Training Officer, and three Administrative Technicians.

Annually, the Personnel and Training Section coordinates an Oklahoma Council of Law Enforcement Education and Training (CLEET) accredited Police Academy. The section is also responsible for providing more than 40 hours of continued law enforcement education for all commissioned personnel.

The Planning and Logistics Division leads department strategic planning, the annual budget process, as well as new and evolving department technology. The division is staffed with a Captain, Crime Analyst and Administrative Technician.   


The Records Section serves as the central repository for all police reports and related records. This section is responsible for fulfilling the requirements of the Oklahoma Open Records Act through the production and release of incident and collision reports. The Records Section is staffed with a Records Supervisor, seven Records Clerks, and one Administrative Technician. 

Permits and variance requests are also administered through the Records Section. The Records Section is open to the public from 7 a.m. to 7 p.m. daily (except certain holidays). To contact the Records Section, call 405-217-7734 or send an email to rclerk@normanok.gov.
